fix: resolve GitHub Actions workflow hang after task completion

- Add process.exit(0) in runner.ts for immediate termination
- Fix Timer type to ReturnType<typeof setInterval> in manager.ts
- Add .unref() to BackgroundManager polling interval
- Add cleanup() method to BackgroundManager
